Windows 11 has been trying to forcibly require a user to link their microsoft account to the user account.
Windows Setup at “Let’s connect you to a network”
- Shift+F10 brings up the command prompt

In Windows
- Win+R, open gpedit.msc
- Computer Configuration > Windows Settings > Security Settings > Local Policies > Security Options
- Accounts: Block Microsoft accounts; Users can’t add or log on with Windows accounts
- Reboot
